Program Description
Adult Family Living (AFL) is a program offered by the Connecticut Department of Social Services (DSS) as part of the Connecticut Home Care Program for Elders (CHCPE) and the Personal Care Assistance (PCA) Waiver.
In this program, family members and trusted friends serve as the primary carers for seniors and are compensated for doing so in their own homes. Rather than assisted living facilities or nursing homes, seniors will benefit from receiving great care from people they know and in a familiar environment.
Eligibility Guidelines
Because AFL is provided as a service under the CHCPE and the PCA Waiver, care receivers must have a functional and financial need for assistance in order to be considered qualified.

This program benefits both the recipients and the care providers. Care recipients enjoy the advantage of receiving personal care while being surrounded by their loved ones, while caregivers benefit from being able to look after their loved ones while being compensated for their work.
